In partnership with the Commission on Higher Education (CHED) and the Unified Student Financial Assistance System for Tertiary Education (UniFAST), state-run Land Bank of the Philippines (LANDBANK) launched the LANDBANK Mastercard Prepaid Card (LMPC) for the Tertiary Education Subsidy (TES) Program on January 15, 2021. The LMPC is a general-purpose reloadable card for TES beneficiaries that functions as an electronic wallet and can be used as a debit or ATM card. Philippine President Rodrigo Roa Duterte and House Speaker Lord Allan Jay Q. Velasco extended their congratulations through recorded video messages during the launch. “The virtual holding of this ceremony is an affirmation of this administration’s unyielding commitment to make quality tertiary education more accessible for Filipino students, especially now that we are dealing with the COVID-19 pandemic,” President Duterte said. The virtual launch via Facebook Live was led by LANDBANK President and CEO Cecilia C. Borromeo, CHED and UNiFAST Governing Board Chairman J. Prospero de Vera III, and UniFAST Executive Director Atty. Ryan L. Estevez. President Borromeo announced that TES beneficiaries may withdraw their stipend using their LMPC through LANDBANK’s 2,320 ATMs and 411 branches nationwide. “We welcome this opportunity to provide efficient and secure banking services to student-beneficiaries. The bulk or P2.98 billion of LANDBANK’s total Premyo Bonds 2 sales were generated via over-the-counter placements at LANDBANK branches, while a total of P78.5 million in sales were generated through the Bank’s online channels. Of the P78.5 million online sales, P40.7 million was transacted through the pilot launch of the bond purchase feature in the mobile banking application of the Overseas Filipino Bank (OFBank), the digital-only branchless bank subsidiary of LANDBANK. The remaining P37.8 million was generated through LANDBANK’s Link.BizPortal via the BTr’s Online Ordering Facility. “Despite a pandemic-induced recession, we observed wider participation for the Premyo Bonds 2 offering. Under the enhanced I-STUDY (Interim Students’ Loan for Tuitions towards Upliftment of Education for the Development of the Youth) Lending Program, LANDBANK is now offering a loan of up to P50,000 per student to finance the purchase of learning gadgets such as laptop, desktop or tablet, that can be included in the maximum loanable amount of P150,000 per student or P300,000 per parent-borrower to cover payment for tuition or enrolment-related fees. Furthermore, students of legal age are now eligible to apply for the LANDBANK I-STUDY Program if they meet eligibility requirements. When the loan program was initially launched last year, only parents and guardians or benefactors of students could apply for the financial assistance. “LANDBANK recognizes the need to support students in adapting to distance learning modalities. While we await the resumption of in-person classes, we hope that the I-STUDY Program can help students cover the financial requirements to purchase needed learning equipment and participate in online classes,” said LANDBANK President and CEO Cecilia C. The LANDBANK move to expand the I-STUDY credit facility comes at the heels of recent government pronouncements for the continued implementation of distance learning as a measure against the spread of COVID-19. The ACADEME Lending Program forms part of the Bank’s support to the education sector which offers credit to private and non-DepEd high schools, private Technical-Vocational and Education Training (TVET) institutions, and private Higher Education Institutions (HEls) such as colleges and universities to provide continuing education to their students. The program offers the ‘3-3-3’ feature, with a P3-billion-program fund in credit support, a very low fixed interest rate of only 3% per annum, and payable based on the maturity of the sub-promissory notes but not to exceed three (3) years. The waiver of fees, previously extended only until March 31, 2021, covers online fund transfers facilitated through LANDBANK’s online banking channels via InstaPay and PESONet. Among these platforms is the LANDBANK Mobile Banking App (MBA) which facilitated 14.1 million transactions valued at P20.27 billion as of end-February, amounting to increases of 71% and 230%, respectively, over the same period in 2020. The LANDBANK MBA was upgraded last year to include new features such as an enhanced user interface, card-less withdrawal, and registration of Mastercard credit and prepaid cards. Since the government imposed health restrictions in March last year, LANDBANK has been encouraging clients to utilize its digital and e-banking channels. This continues as the greater Manila area is again placed under Enhanced Community Quarantine (ECQ). "LANDBANK remains committed in balancing service delivery and safety, by providing secure and convenient digital banking solutions while promoting health protection. This forms part of LANDBANK's partnership with the Philippine Statistics Authority (PSA) to co-locate during the PhilSys Step 2 registration and provide unbanked registrants with their own transaction accounts. Of the total 2,481,788 unbanked registrants, the Bank has already issued LANDBANK Agent Banking Cards (ABCs) to 850,875 of them—free-of-charge and without an initial deposit requirement—while the rest will receive their cards by July. Upon the invitation of National Economic and Development Authority (NEDA) Secretary Karl Kendrick T. Chua to co-locate with the PSA, LANDBANK aims to bank at least one household member of the estimated 18 million low-income households applying for the National ID and provide them access to basic banking services and emergency government subsidies. Previously, the PSA reported that 82% of the 10.52 million initial registrants do not have formal bank accounts. “LANDBANK is one with the National Government’s financial inclusion agenda. In partnership with the PSA, we are focused on opening accounts for up to eight million low-income, unbanked individuals from the 32 PhilSys priority provinces at the soonest time,” said LANDBANK President and CEO Cecilia C. Unbanked PhilSys registrants can avail of LANDBANK transaction accounts once they have completed the second step of the registration, which covers the validation of supporting documents and capturing of biometrics information. The City Government of Parañaque, in partnership with the Department of Social Welfare and Development (DSWD) and Land Bank of the Philippines (LANDBANK), successfully disbursed cash grants worth P28 million to 7,118 4Ps beneficiaries in Parañaque City by utilizing their existing LANDBANK cash cards on May 6 and 18, 2021. The partnership for the online distribution of the cash aid was formalized through a Memorandum of Agreement (MOA) signed between Parañaque City Mayor Edwin L. Olivarez, DSWD Secretary Rolando Joselito D. Bautista, and LANDBANK President and CEO Cecilia C. Borromeo on April 23, 2021. “Since the start of the COVID-19 pandemic, LANDBANK has worked closely with various government partners for the immediate and efficient distribution of cash subsidies. We will continuously leverage on our digital and online platforms to facilitate a safe and secure mode of delivering social amelioration programs,” LANDBANK President and CEO Borromeo said. Under the agreement, LANDBANK facilitated the crediting of financial assistance to the cash card accounts of qualified 4Ps beneficiaries based on the list provided by the Pantawid Pamilya Information System (PPIS) of the DSWD. The cash assistance in the amount of P1,000 per affected individual, with a maximum amount of P4,000 per family, is part of the National Government’s support to low-income families residing in the National Capital Region (NCR) and in the provinces of Bulacan, Cavite, Laguna, and Rizal, collectively known as the "NCR Plus," that were previously placed under enhanced community quarantine (ECQ) on March 29 to April 18, 2021. LANDBANK continues to record a usage surge for its digital and e-banking channels since health and mobility restrictions were implemented last year. From January to April 2021, LANDBANK’s five major electronic channels—Mobile Banking App, Electronic Modified Disbursement System (eMDS), Link.BizPortal, iAccess, and weAccess—facilitated a total of 38.89 million transactions amounting to P642.68 billion. These represent increases of 12% and 55% year-on-year for volume of transactions and value, respectively. Meanwhile, LANDBANK continues to waive fees for online fund transfers of retail clients until June 30, 2021. This covers online fund transfers facilitated through LANDBANK’s online banking channels via InstaPay and PESONet.
