The LTC proceeds of landowner is composed of Cash and Agrarian Reform (AR) Bonds. The 10-year AR bond is an investment instrument issued by the National Government through the Land Bank of the Philippines as a component of the compensation to landowners whose lands were covered by Agrarian Reform Program of the Government. It is a direct and unconditional liability of the Government of the Republic of the Philippines.

As part of its support to the government’s thrust to make government securities more accessible to the general public, Land Bank of the Philippines (LANDBANK) makes available its online payment facility—Link.BizPortal—as a convenient way for its account holders to invest and purchase the Bureau of Treasury’s (BTr) on-going Premyo Bonds offering. LANDBANK announced this initiative during the launch of the Premyo Bonds last November 25, 2019 at the Bulwagan ng Diwang Pilipino, Development Bank of the Philippines (DBP) Head Office, Makati City. National Treasurer Rosalia V. De Leon led the launch together with top executives from partner banks in both private and public sectors, namely DBP President and CEO Emmanuel G. Herbosa; BDO Capital and Investment Corporation Eduardo V. Francisco; China Bank Capital Corporation President Ryan Martin I. Tapia; First Metro Investment Corporation President Rabboni Francis B. Arjonillo; and LANDBANK Executive Vice Presidents Carel D. Halog and Alan V. Bornas representing LANDBANK President and CEO Cecilia C. Borromeo. EVP Halog presented a step-by-step process in using LANDBANK’s Link.BizPortal for a more convenient way to invest in the Premyo Bonds. “This is a trailblazing effort to help reach the retail investors as part of the government’s financial inclusion efforts, through LANDBANK’s Link.Biz Portal,” EVP Halog said. Premyo Bonds are part of the government’s savings mobilization program designed to make government securities more accessible to retail investors. Proceeds from these will be used to fund government programs on education, housing, and healthcare, among others. “The Premyo Bonds is a public-private partnership for Filipinos to get into the habit of investing,” Treasurer De Leon said during the launch. For as low as Php500.00, interested individuals, cooperatives, provident funds, and retirement funds can invest in these bonds with a fixed 3% interest rate per annum. The Land Bank of the Philippines (LANDBANK) is selling to the general investing public the Bureau of Treasury’s (BTr) 23rd tranche of the Retail Treasury Bonds (RTB 23), aligned with the National Government’s goal of promoting financial inclusion and literacy in the country. Interested investors may purchase RTB 23 with a minimum investment of only P5,000 and in integral multiples thereafter, with an annual fixed interest rate of 4.375% within a 3-year term. The public offer period is currently ongoing until February 6, 2020. LANDBANK President and CEO Cecilia C. Borromeo expressed optimism in drawing a warm public reception for RTB 23, following the highly successful run of RTB 22 and the Premyo Bonds last year. “Our new offering of RTB 23 is a direct response to the growing public demand for safe, affordable, and higher-yielding investment products. Likewise, it reflects the Government’s continuous commitment towards fostering financial inclusivity among Filipino families, where everyone is invited to take part in securing a more financially stable future,” President Borromeo said during the official launch of RTB 23 last January 28. Consistent with the general design of RTBs, RTB 23 caters to the financial capacity of individual investors, referred to as retail investors, to access low-cost, low-risk, and short-term investments which provide higher returns than time deposits. The proceeds generated from RTBs are utilized by the National Government to help fund major socioeconomic projects and initiatives. This year, the BTr is also introducing an Exchange Offer program wherein holders of RTB 3-08, issued on April 11, 2017 and maturing on April 11, 2020, will be allowed to exchange and reinvest their bond holdings for the latest RTB 23 offering at no cost and on improved terms. RTB 23 made more accessible LANDBANK account holders here and abroad can invest in RTB 23 with ease and convenience via online purchase. This is possible through the first-ever Retail Treasury Bond (RTB) Online Facility launched by the BTr in partnership with LANDBANK last year. The RTB Online Facility automates the buying process through an online order form that is linked to LANDBANK Link.Biz Portal—an internet-based payment channel designed to accept payment of fees, dues, and charges from clients of enrolled merchants. Almanza, and Land Bank of the Philippines (LANDBANK) Trust Banking Group Vice President Lolita M. Almazar. First Quarter Rewards Draw grand winner China Banking Corp. (China Bank) Employee Retirement Plan and Second Quarter Rewards Draw grand winner Josefina L. Flores each received a Manager’s Check for P1 million and a brand new house and lot unit from Lessandra by Vista Land & Lifescapes, Inc. (Vista Land) and Property Company of Friends, Inc. (Pro-Friends), respectively. The China Bank Employee Retirement Plan, an entity established primarily for the benefit of the bank’s employees, was represented by China Bank First Vice President and Trustee Maria Rosanna Catherina Testa, together with China Bank First Vice President Mary Ann Lim, and China Bank First Vice President and Treasurer Christopher Ma. The winners of the 2nd and 3rd cash rewards tiers received their cash rewards on June 23, 2020 via direct crediting to their designated settlement account. The virtual event will be led by Finance Secretary Carlos G. Dominguez and National Treasurer Rosalia V. De Leon, together with Land Bank of the Philippines (LANDBANK) President and CEO Cecilia C. Borromeo, and Development Bank of the Philippines (DBP) President and CEO Emmanuel G. Herbosa. The RTB-24 will be offered to the investing public until August 7, 2020, with state-run lenders LANDBANK and DBP as the Joint Lead Issue Managers. They will be joined by BDO Capital and Investment Corporation, BPI Capital Corporation, China Bank Capital, First Metro Investment Corporation, PNB Capital Corporation, RCBC Capital Corporation, SB Capital Corporation, and Union Bank of the Philippines as Joint Issue Managers. “LANDBANK’s participation in the RTB-24 or Progreso Bonds offering is a testament to the Bank’s unwavering support to the National Government to raise funds for its socio-economic development initiatives. Rest assured that the Bank will do its part to promote and encourage retail investors to invest in the Progreso Bonds,” LANDBANK President and CEO Borromeo said. The proceeds to be generated from RTB-24 will be utilized by the National Government to fund health initiatives, especially priority measures to respond to and recover from the COVID-19 crisis, and extend support to overseas Filipino workers (OFWs) and Small and Medium Enterprises (SMEs). Interested investors may purchase RTB-24 through the branches of LANDBANK those of participating institutions. They can also purchase the Bonds through the RTB Online Ordering Facility at the BTr’s website and through the BONDS.PH mobile application. On top of selling the new Bonds, the BTr will be allowing holders of previously issued bonds, namely, RTB 10-01, FXTN 05-73, RTB 10-02 and FXTN 07-57 to exchange and reinvest their bond holdings for the RTB-24. It will be the second time that the BTr will issue RTBs this year, after the issuance of the RTB-23 with exchange offer last February. The RTBs are generally considered low-risk investments which allow investors to earn a fixed interest quarterly during the term of the bond based on prevailing market rates.
